18.3.2019 Common Acting in Fight against Grey Economy

Continuation of the joint struggle against the gray economy in the Republic of Srpska and the protection of workers' rights should be a priority in the coming period, with the aim of further strengthening of the Republic of Srpska and a better social position of its citizens.

It is concluded after the meeting that has been held today in Banja Luka among representatives of the Tax Administration of the Republic of Srpska, the Inspectorate of the Republic of Srpska and the Trade Union of the Republic of Srpska, that there is readiness of inspection bodies in the Republic of Srpska to consistently implement all those legal regulations that have been agreed among social partners (the Government, the Union and employers in the Republic of Srpska).

At the meeting they also discussed about the control of calculation and payment of gross salaries, the prevention of the misuse of the institute of the lowest salary by a number of unscrupulous employers, as well as on the ways to fight against the grey economy and the possibilities that these three institutions can jointly improve the existing situation.

Goran Maricic, the director of the Tax Administration of the Republic of Srpska, emphasized that the Tax Administration of the Republic of Srpska, in accordance with its competence, will proceed its continuous controls in the following period, jointly with other inspection bodies with the aim of detection of undeclared work and all with the aim of combating the grey economy in the Republic of Srpska. He underlined that this institution, as a control body, will consistently proceed in the following period all legal regulations agreed among social partners in the Republic of Srpska.  Maricic emphasized that the Tax Administration of the Republic of Srpska  directed a great part of its activities to combating the grey economy, but he added that the fight against the grey economy is not only based on prohibitions and inspection controls but implies  different activities of wide social community. Moreover, he expressed the expectation that the citizens, workers and other are going to help inspection bodies to detect undeclared work in a way to report all irregularities they see or they have been exposed.

Zoran Mikanovic, Chief Republic Labor Inspector, emphasized that the labor inspection’s consistent application of the Labor Law greatly complicates the absence of collective agreements because many norms of laws suggest the collective agreements, especially in the part of the salary control. The collective agreement would precisely determine criteria for salary calculation, coefficient base amount, pay rates, and similar that greatly would prevent misuse of the institute lowest salary and the inspectors would be given instruments and tools, which will provide more efficient work.

Ranka Misic, president of the Trade Union of the Republic of Srpska, said that the existing situation should be changed, and the fight against the grey economy has to be stronger, so in that way she expects the support of inspection bodies in the Republic of Srpska. She specified that the Trade Union of the Republic of Srpska will insist on changes of the legal regulations and ratification of collective agreements in order to prevent misuses of the institute lowest salary by the certain number of unconscious employers but also to make it easier to discover the payment of salaries in the hands.

Otherwise, in order to fight against the grey economy and unfair competition, Inspectorate of the Republic of Srpska and the Tax Administration of the Republic of Srpska daily conduct joint activities and in the following period joint controls of unregistered  economic entities are planned with the aim of its introduction into legal flows.

7.2.2019 Continuation of Swedish Support to BiH Tax Administrations

The Project " Strengthening the Capacities of the Tax Administrations in BiH” that has been implemented by the Swedish Tax Agency with the support of the Swedish Embassy in BiH, in which the Tax Administration of the Republic of Srpska participates, could be extended after 2020 and expanded to other areas of importance for the work improvement of tax administrations in BiH, with the ultimate goal to transform them into modern, reliable and serviceable tax administrations.

It was emphasized after the meetings held in Banja Luka among representatives of Swedish Tax Agency, Swedish Embassy in BiH and Zora Vidovic, Minister of Finance of the Republic of Srpska, and her coworkers, and then with the representatives of the Tax Administration of the Republic of Srpska.

At these meetings, the interlocutors exchanged information about how the project implementation is going, on which members from all four tax administrations in BiH work together with experts from the Swedish Tax Agency, which is financed by the Swedish Embassy in BiH. Besides that, they spoke about the extension of duration of this project, as well as the introduction of new areas into the project in the future, in which representatives of tax administrations in BiH could further improve their knowledge and take the best practices from colleagues from Swedish Tax Agency.

Otherwise, it is planned that this project will last for three and a half years, i.e. until December 2020, and its total value is 26.500.000 Swedish crowns (BAM 5.4 million) and is financed by the Swedish Agency for International Development – SIDA. During 2015, experts from Swedish Tax Agency are, with the employees from all four tax administrations, identified key areas that are common for all four administrations in BiH and in which the improvement would like to be achieved. In that period, three priority areas have been identified on which specialized teams from Swedish Tax Agency and tax administrations in BiH will work separately, and those areas are:

  • Change of Mindset of the Employees in the Tax Administration
  • Taxpayer Service
  • Compliance Risk Management

In the area of Change of Mindset of the Employees in the Tax Administrations, the improvement would like to be achieved in creation of trust between tax administration and taxpayer, as well as behavioral change of tax officers and strengthening of internal communication. When it comes to Taxpayer Service, the main aim of this area within the Project is improvement of communication with taxpayers through strategy services development with improvement of “Call Centre” function, implementation of prefilling possibilities of tax returns, i.e. „Prefilling” and similar. In the third priority area related to risk analysis, the improvement would like to be achieved in models with risks management in order to properly select taxpayers who don’t fulfill their liabilities on time, i.e. in the legally prescribed deadlines.

28.12.2018 Maricic Assumed the Position of the RS Tax Administration Director

Dr. Goran Maricic today officially assumed the function of the director of the Tax Administration of the Republic of Srpska from the former director Zora Vidovic.

After the official handover in the premises of the RS Tax Administration, Mrs. Vidovic congratulated the new director Maricic on assuming this function. She hopes that in the future period the RS Tax Administration shall justify its role as one of the most significant institutions in public administration system of the Republic of Srpska that will be recognized as a modern tax administration that inspires confidence in all citizens of the Republic of Srpska.

On the first day of his new duty in the headquarters of the Tax Administration of the Republic of Srpska Maricic held a meeting with his new associates as well, where he was introduced to the realized and the initiated activities of the RS Tax Administration over the past period, as well as the planned activities for 2019. He pointed out that in the future period the RS Tax Administration shall follow its development path of becoming a modern institution that will provide easier and more equitable business terms for all taxpayers, higher quality of services, a modern informational system and an efficient organizational structure with motivated, educated, and satisfied staff. He expressed his assurance that the RS Tax Administration shall continue with positive trends in its functioning, which have been visible over the course of the past several years.

Otherwise, Maricic is a doctor of Laws, born in 1974 in Banja Luka where he graduated from the Faculty of Law in 1999 and passed the Bar Exam. In 2009 he completed his postgraduate studies at the Faculty of Law in Novi Sad, and in 2017 he completed his doctoral studies. Since 2000 he has been working in the Government of the Republic of Srpska, the Institute for Construction Banja Luka, he was the secretary of the institution Banski dvor Cultural Center, director of Development and Employment Fund of the Republic of Srpska, and on 1st November 2007 he was named the director of the Service for Common Affairs of the Government of the Republic of Srpska and he held this position until he assumed the function of the director of the Tax Administration of the Republic of Srpska.

13.11.2018 Transformation of Tax Administrations with the Support of Sweden

The Swedish Embassy in Bosnia and Herzegovina will continue to support the tax administrations in BiH in the future to improve its work aiming to transform into modern, reliable and serviceable tax administrations through the project “Strengthening the Capacities of the Tax Administrations in BiH” in which the Tax Administration of the Republic of Srpska participates.

The above mentioned was highlighted at the meeting held in the director’s office in Banja Luka today between Director of the Tax Administration of the Republic of Srpska Zora Vidovic and Swedish Ambassador in BiH Anders Hagelberg and his coworkers.

At this meeting, interlocutors are exchanged information about how the project “Strengthening the Capacities of theTtax Administrations in BiH” implementation is going, on which members from all four tax administrations in BiH work together with experts from the Swedish Tax Agency, which is financed by the Swedish Embassy in BiH. Besides that, they spoke about the possibilities and challenges of the transformation and about capacity improvement of the Tax Administration of the Republic of Srpska, as well as possibilities of implementation of new ideas through this project with introduction of new areas into the project in the future.

Director Vidovic highlighted that she is encouraged by the achievement of the project realization and she expressed the expectation that its realization will be more efficient with the aim of taking the best practices from colleagues from the Swedish Tax Agency. She added that this is a very important project within the Tax Administration of the Republic of Srpska will adopt positive experiences from their colleagues from Sweden and on the base of that experiences they will improve  their work.

3.10.2018 RSTA will Adopt Best Practices for Software Asset Management

Zora Vidovic, director of the Tax Administration of the Republic of Srpska, and representatives of the Crayon Group Norway, signed today in Banja Luka the Memorandum of Understanding aimed at cooperation on development and implementation of practices for Software Asset Management.

Namely, "Crayon Group", a global leader in field of Cloud Technologies and Software Asset Management, has launched together with the Microsoft Company the Software Asset Management Technologies Adoption Initiative, entitled "Sam-iQ", to enable business and economic improvements for the Republic of Srpska. An integral part of this initiative will be training in the field of Software Asset Management lead by Crayon Group. These trainings will be supported by "Microsoft" and will enable the Tax Administration of the Republic of Srpska to adopt and implement Software Asset Management industry practice and best tools in order to improve the overall legalization of software intellectual property rights, concurrency of economy within the private sector and RSTA’s operational efficiency.

Following the signing of the Memorandum, director Vidović pointed out that this cooperation with the “Crayon Group" company was important and that it was initiated at the request of the company’s representatives. She added that within this cooperation, a certain number of employees of the Tax Administration of the Republika Srpska shall undergo training in the field of software asset management to ensure the mastering of necessary tools. She said that the training to be undertaken under this Memorandum by several RSTA officials will be free of charge and will provide the said officials with new area specific knowledge, which would futher improve their work aimed at continuing the fight against grey economy in the RS.
